Hello, I’m Jim Macrae, Associate Administrator of HRSA’s Bureau of Primary Health Care.
I’m here to tell you about a new funding opportunity, the Health Center Program New
Access Points. The funding opportunity announcement, or FOA, is listed on HRSA’s Grants web page
and at the web site Grants.gov, as announcement number HRSA-13-228.
While I will discuss highlights of this funding opportunity, this video does not replace the
instructions and information found in the FOA. The FOA is always the main resource when
applying for any of HRSA’s funding opportunities. The purpose of the Health Center Program New
Access Point funding opportunity is to improve the health of the Nation’s underserved communities
and vulnerable populations by increasing access to comprehensive, culturally competent, quality
primary health care services. The Health Center Program New Access Point funding opportunity
is an important element of HRSA’s commitment to improving and expanding access to needed
health care services. Subject to the availability of appropriated funds, HRSA anticipates awarding
approximately $19 million to support an estimated 25 New Access Point grant awards in Fiscal
Year 2013. Eligible organizations are public or nonprofit
private entities, including tribal, faith-based, and community-based organizations. Applications
may be submitted from new organizations or organizations currently receiving funding
under section 330 of the Public Health Service Act, as amended.
Under this funding opportunity, applicants must propose to establish a new access point
that: a. Provides comprehensive primary medical
care as its primary purpose; b. Provides services, either directly onsite
or through established arrangements, without regard to ability to pay;
c. Ensures access to services for all individuals in the service area/population; and
d. Provides services at one or more permanent service delivery sites.
Applicants are expected to demonstrate that the new access point will improve the health
status and decrease health disparities of medically underserved and vulnerable populations
in the area to be served. Further, competitive Health Center Program
New Access Point applications will: a. Demonstrate a high level of need in their
community and/or population; b. Present a sound proposal to meet this need
consistent with the Health Center Program requirements;
c. Show that the organization is ready to rapidly initiate the proposal;
d. Display responsiveness to the health care environment of the service area; and
e. Demonstrate collaborative and coordinated delivery systems for the provision of health
care to the underserved. All applicants are expected to demonstrate
compliance with the Health Center Program requirements or provide a detailed plan outlining
the necessary actions to be taken in the first 120 days of the award to become fully compliant.
As a reminder, the Health Center Program New Access Point FOA outlines these and all of
the other requirements for organizations that are considering applying to the New Access
Point funding opportunity. It is important to note that the Health Center
Program New Access Point application submission process occurs in 2 stages, first through
Grants.gov, then through HRSA’s Electronic Handbooks (or EHB). Basic application information
must be submitted to Grants.gov by February 27, 2013. Successful Grants.gov submission
allows applicants to access the HRSA’s EHB for completion of the second stage of the
application. The detailed information required in the EHB must be submitted by April 3, 2013.
